Will the prosecutor drop charges if the "victim" has made an agreement?

First of all, I live in Michigan. My fiance is facing charges for providing false payment to a University. He has made an agreement with the University to pay back the money and the University is working with him to get the charges dropped. However, ultimately it is up to the prosecuting attorney's office if they will drop the charges or not. What are the chances that they will do this?
